Pilot Survey

      pilot_surDuring the village selection of the District, the District Engineer and his subordinates visit to the proposed villages and do Pilot Survey to identify the implementation capacities including the locally available construction materials, locally available construction employees, existing building material supply facilities, available mobility facilities, the tradition of the people regarding the housing construction, general requirement of people in the view of the house, water level of the land in various period, approximate bearing capacity of the land, effect of the wind during the monsoon, high flood level of the area, existing construction skill capacity of the houses and the motivation level of the people.

       

      Basic Document

      pilot_surBased on the pilot survey report, the District Engineering unit prepares village wise implementation strategy including the appropriate foundation details, suitable house plans to suit to the particular beneficiaries, required construction materials, construction techniques etc. depending on the availability of the locally available construction materials, they plan the suitable construction materials flow Programme in village level. If necessary, locally available construction materials are tested and ensured for the construction activities.Prepare the total construction materials plan and ensure the construction materials flow to the particular area If necessary, to ensure the construction quality, skill training Programmes are arranged by this unit.

       

      Implementation

      Once the beneficiaries are selected, the Engineering Unit conduct beneficiaries meeting with the support of Social Development Officers and Information Education and Communication Officers under the leadership of Deputy Programme Director of the District. The beneficiaries are encouraged to prepare a house plan to suit to their needs and NEHRP minimum requirements such as 500 to 550 square feet floor area permanent house including one kitchen, two bed room and one toilet, with out deviating the Sri Lanka housing regulation. pilot_surThe house should be constructed with permanent building construction materials for the life period of minimum 25 years. Engineering Unit have prepared 35 model house plans with the details of the construction materials and expenditure to satisfy NEHRP requirement and display to beneficiaries and allow to use it free of charge. During the beneficiaries meeting, the technical person explain the features of the each drawings.

      The people can prepare their own house drawing on their own with the advice of NEHRP Engineering unit staff or can select one of the house drawings which were displaced to demonstrate free of charge. Then the village wise construction implementation plan is prepared with the participation of the people. The Engineering staff discuss with the locally available construction employees, asses their capacity; study the locally available construction materials, geographical condition of the place, existing infrastructure facilities, existing mobility facilities and possibilities of the construction materials flow.

       

      Training

      As an initial step, Beneficiaries are trained about the techniques and management such as minimization of construction wastage, minimum utilization and optimum usage of the construction materials, importance of the construction curing and maximum labour contribution of the beneficiaries, manual casting of pre cast materials, quality of the building materials and method on material procurement etc. pilot_sur

      After assessing the capacity of the locally available construction employees, Engineering Unit arrange short refreshment training Programme for the locally available construction employees. During the refreshment training, the NEHRP officers explain about the NEHRP requirement, affects due to the ignorance defect of the construction activities, simple construction techniques, advantages and disadvantages of various construction technologies and adoption of various of construction materials, method of construction quality improvement etc and prepare them to work effectively and efficiently.

      After assessing the capacity of the existing construction employees, depending on the construction capacity of the village, standard skill training Programme is arranged. The youths of the particular villages are selected for the training Programme. The training will be both class room and field work. After completing their training, they are recommended to the villages to accommodate them and NEHRP Technical Staff will closely observe their construction activities and correct them to give good quality job.

       

      Construction Quality Assurance

      pilot_surConstruction activities are monitored under the three steps with the support of Management Information System Unit of NEHRP. The village level, Divisional Secretarial level, District level and NEHRU level construction Programme is prepared after close study of the existing Strength, Weakness, Opportunity and Threats of the working area. Technical Officers and work supervisors are recruited to guide the beneficiaries to construct the houses to acceptable standard within the grant amount and specific construction period. The field officers periodically submit the monitoring report to District office. The District Programme Engineer monitor the construction Programme. If the construction activities are deviated from the construction schedule, District Programme Engineer coordinate with the Engineering Specialist of NEHRU and the Technical Audit Consultancy Representative to take remedial action to improve the construction activities.

       

      Monitoring of Construction Activities

      pilot_surIn addition to NEHRP construction activities, NEHRP has hired a firm to function as Independent Technical Audit. The firm has recruited senior and housing experience Engineers in each District. These consultants jointly work with NEHRP District Programme Engineer during the village level pilot survey, documentation of village level materials details, study of village level materials availability, analysis of village level construction capacity and preparation of construction working plan. The consultants prepare District level construction Manuel with out deviating the NEHRP construction requirement. They jointly prepare the District level programme and quality monitoring schedule of the District level operation. The consultants supervice 3 % of the construction activities in all the stages and give instruction to the beneficiaries. Further, 20% of the NEHRP technical officers construction activities are supervised in random. Based on their observation, they conduct monthly meeting in District level and twice in the year in NEHRU level and discuss the issues, recommend the appropriate remade action to improve the construction activities.
