OBJECTIVE OF THE PROGRAMME

The main objective of this programme is to identify and select on priority basis the families who had lost their houses in the North and East in consequence of the conflict that ragged in the region for more than twenty years and provide cash grants for them to reconstruct their houses, thereby enabling the displaced families to resettle in their own areas.

NEHRP DEVELOPEMET OBJECTIVES
“NEHRP would facilitate the reconstruction of 50,091 houses in the North East over seven year  period through the provision of housing support Cash Grant. In doing so, it would support the return of displaced populations in the North & East and the regularization of land title to targeted Beneficiaries. It would contribute to the training of skilled construction workers, consequently allowing the resumption of economic activity in the war devastated region through increased construction activity”
INTRODUCTION ABOUT PROGRAMME

The North East Housing Reconstruction Program (NEHRP) is a project designed by the Government of Sri Lanka and the IDA to support the reconstruction and rehabilitation of the conflict affected region of the Northern and Eastern Provinces through "Owner Driven Construction Strategy" The NEHRP is a US $ 146.57 million project with a financial support of US $ 118.00 million from the IDA, US $ 22.05 million from European Commission and US $ 6.52 million Government of Sri Lanka.

NEHRP IMPLEMETATION STRATEGY 2004 - 2011

Considering the availability of limited financial assistance (146 Mn US$) NEHRP proposed to reconstruct only 50,091 housing units in war  affected area. This will cover only 17% of the needs. Adopting war vulnerability as the Selection criteria, agreed by the Government & Donors to identify and select the Beneficiaries.

Housing Construction Under Owner Driven Concept

Primarily Village Housing Damage Profiles are prepared by the Divisional Secretaries as per format No.NEHRP/VS/1 with the assistance of Technical Officers, VRCC, CBOO (Village selection Team) and GNN. This is prepared only in respect of war damaged villages to collect the Village details. NEHRU developed a software system for this purpose. This system contains all these formats and scoring system. All necessary guidelines are given in Amended Circular No.NEHRP/1/ (a) dated 30th September 2005

    In owner Driven Housing Construction Concept, the beneficiaries construct their house themselves with the financial assistance and technical support of the donor, according to their requirement and necessity with out deviating the standard housing norms and regulations.
